PESHAWAR: The Khyber Pakhtunkhwa Primary and Secondary Education Foundation (ESEF), an autonomous body formed by ordinance in 2002, plans to support the private sector to establish schools in areas without educational facilities and will pay the tuition fees of their students.

Under the New School Initiative, 10,000 out-of-school children will be enrolled in these schools in the next school year beginning in August, ESEF documents available with Dawn reveal.

According to them, the project will be executed with the support of the Department of Primary and Secondary Education and Rs 589.8 million will be spent on it in 2022-23.

ESEF Director General Zarifulmaani told Dawn that it took several years to construct buildings for public sector schools and needed a lot of funds so it was not possible for the government to immediately enroll out-of-school children from disadvantaged areas.

“Under the initiative, government funds will not be needed for school buildings as it will be up to the private sector to organize these buildings. The government will pay tuition fees to the owner of these private schools,” he said.

The MD said the cost of learning for students in private schools would be much lower than that borne by those enrolled in public sector schools.

He said the government would pay 1,000 rupees a month to private school owners for kindergarten enrollment and 1,500 rupees for grades 1-5.

Mr Zarifulmaani said his foundation would pay Rs2,000 each for students in grades 6 to 8 and Rs3,500 for grades 9 to 10 and Rs4,000 for grades 11 to 12, while Rs5,000 would be paid each year for each student’s textbooks, uniform and shoes.

He said that through the NSI, the government wants to strengthen the private education sector, create employment opportunities for educated young people and support parents by covering school fees, textbooks and shoes. of their registered children.

“We will start a training program for our staff members on INS launch procedures soon after the end of the Eidul Fitr festival,” he said.

The MD said an appropriate campaign would be launched through the media to encourage people to help the foundation identify areas where public and private educational institutions did not exist.

He said ESEF district program officials would generate lists of potential areas vetted by district education offices in the Department of Primary and Secondary Education and these lists would be shared with review committees. INS district office for “final identification”.

According to official documents, the District Program Manager will be the Chairman of the District Oversight Committee comprised of representatives from the Deputy Commissioner’s Office, District Education Offices and the Education Oversight Authority.

The documents stated that advertisements would then be placed in newspapers to engage private school chains as well as educated young people and that interested parties would apply through an online form available on the foundation’s official website.

They added that private schools would be established at a minimum walking distance of 1.5 km from the public school in plain areas and 1 km in hilly areas.

The foundation will sign agreements with these private primary schools, which have six rooms with furniture, electricity, drinking water, computer with accessories and Internet service, toilets, at least five teachers and security clearance from local police stations. In addition, the high schools will also have additional facilities including a library and science and computer labs.

The documents revealed that all schools involved in the initiative would be required to conduct at least two enrollment drives in a school year and that they would maintain the data of enrolled students and their profiles with new photos and act in coordination with the ESEF district. desks.

The documents also stated that to ensure the quality of education at the school level, the quality assurance test would be carried out on an annual basis, while schools would be required to produce reports on a regular basis.
